UPSC 12/2026 Recruitment Notice Out for 13 JTO, Law Officer, Legislative Counsel and Specialist Vacancies, Apply by October 16

The Union Public Service Commission (UPSC) has announced direct recruitment to 13 posts under Advertisement No. 12/2026, covering technical, legal and medical positions in Central Government departments, the Government of NCT of Delhi and New Delhi Municipal Council.

UPSC Recruitment 2026 applications under Advertisement No. 12/2026 will be accepted online from September 26 to October 16, 2026. Candidates can apply for Junior Technical Officer (Sugar Technology), Assistant Legislative Counsel in the Indian Legal Service, Law Officer and Specialist Grade II (Junior Scale) in Cardiology. The closing time for online applications is 6:00 PM on October 16.

Qualifications vary considerably by post, ranging from a Science/Engineering degree with Sugar Technology specialization to Law qualifications and medical specialization in Cardiology. The notified positions carry Pay Levels 7, 10 and 11 under the 7th CPC, with Non-Practising Allowance applicable to the Cardiology post.

UPSC Advertisement No. 12/2026 Recruitment

Of the 13 vacancies, eight are for Assistant Legislative Counsel in the Legislative Department, Ministry of Law and Justice. Three Law Officer vacancies are available with the Land and Building Department of the GNCT of Delhi, while one vacancy each has been notified for Junior Technical Officer at the National Sugar Institute and Specialist Grade II in Cardiology at NDMC.

UPSC Advt. 12/2026 Vacancy Details

One PwBD vacancy is horizontally reserved within the notified Assistant Legislative Counsel vacancies and one within the Law Officer vacancies.

Junior Technical Officer – Sugar Technology

The National Sugar Institute, Kanpur has one OBC vacancy for Junior Technical Officer (Sugar Technology) at Pay Level 10.

Candidates require a Degree in Science or Engineering from a recognized university or institute along with an Associateship in Sugar Technology or a Postgraduate Diploma in Sugar Technology from a recognized university/institute.

Applicants must also possess three years of teaching, research or advisory experience in Sugar Technology.

The upper age limit for the notified OBC vacancy is 38 years.

Assistant Legislative Counsel – 8 Posts

The Legislative Department under the Ministry of Law and Justice has eight Assistant Legislative Counsel vacancies in Grade IV of the Indian Legal Service. These are Level 11 posts under the 7th CPC.

Candidates must possess a Degree in Law from a recognized university or equivalent and satisfy one of the prescribed professional or experience routes, including:

• Membership of a State Judicial Service for at least seven years; or
• Holding a superior legal department post in a State for at least seven years; or
• At least seven years of Central Government experience in legal affairs; or
• Master’s Degree in Law with at least five years of teaching or research experience in Law; or
• Qualification as a legal practitioner and attainment of at least 30 years of age.

The maximum age is 40 years for UR/EWS, 43 years for OBC and 45 years for SC candidates.

The posts are Group A Gazetted and permanent, with two years of probation. Headquarters for the positions is New Delhi.

Law Officer – 3 Posts

The Land and Building Department, Government of NCT of Delhi has three Law Officer vacancies at Pay Level 7.

Applicants must possess a Degree in Law from a recognized university or institute along with two years of experience in legal work as a Legal Practitioner or two years of legal work experience in a Government office.

The upper age limit is 30 years for UR candidates and 33 years for OBC candidates.

Specialist Grade II – Cardiology

One OBC vacancy for Specialist Grade II (Junior Scale) in Cardiology is available with the New Delhi Municipal Council at Pay Level 11 plus applicable NPA.

Candidates require a recognized medical qualification included in the applicable schedules of the Indian Medical Council Act, 1956, along with a postgraduate qualification in the concerned specialty — D.M. (Cardiology) or the specified equivalent qualification.

Applicants must have three years of experience in Cardiology after obtaining the required postgraduate degree.

The maximum age for the notified OBC vacancy is 48 years.

Age Limit

Age requirements vary by post and category and will be determined as on October 16, 2026.

PwBD candidates may receive relaxation of up to 10 years subject to the applicable UPSC recruitment rules and reservation conditions.

UPSC Advt. 12/2026 Salary

Applicable allowances and other service benefits will be governed by the rules for the respective post and organization.

Selection Process

UPSC will recruit candidates through selection. Applications may first be scrutinized and shortlisted according to the Commission’s prescribed criteria.

Depending on the number of applications and requirements of an individual post, UPSC may conduct a Recruitment Test before the interview. Shortlisted candidates will subsequently be called for interview.

The Commission will communicate the Recruitment Test or interview schedule separately.

The ₹25 fee can be paid online using Visa, MasterCard or RuPay credit/debit cards, UPI or Internet Banking. Once paid, the fee will not be refunded or carried forward to another recruitment.
